22 “万家灯火” (domain: 22lights.com) provides service request posting, seat matching, appointment scheduling, and service record features for homeowners, local home service merchants, and their field technicians in the Apple Valley, Victorville, and Hesperia area of California. These Terms of Service apply to our website and mobile application. When registering an account, you must read and affirmatively check your acceptance of these Terms and our Privacy Policy. Merchants applying for the handyman category must also read and sign the Handyman Merchant Declaration, and homeowners will see the handyman service notice when posting a handyman request and must actively confirm it when selecting a handyman merchant.
You must be at least 18 years old and have full legal capacity to enter into binding contracts. The Platform is not directed to minors under 18 or children. If you act on behalf of a company or business, you represent that you are authorized to bind that entity. You may register with an email address and password (accounts are currently active upon registration without email verification), and a single account can switch between homeowner and company member roles. Please provide accurate information, keep your password secure, and do not impersonate others; if you suspect unauthorized use of your account, contact us promptly at info@22lights.com.
The Platform provides information matching and service management tools only. We are not a home repair contractor, construction provider, employer, or agent of any merchant, and we are not a party to any offline repair service contract between a homeowner and a merchant.
Merchants and handyman providers operate independently, decide for themselves whether to claim seats and accept jobs, and are solely responsible for their work scope, personnel dispatch, lawful licenses and qualifications, pricing, job-site safety, performance, tax reporting, and applicable commercial insurance and bonds. Our review of qualification documents or optional insurance and bond credentials submitted by licensed-trade merchants, or the display of verified Insured or Bonded badges, reflects only the materials submitted at the time of review. The Platform does not guarantee the ongoing validity of any merchant license, qualification, insurance, or bond, makes no express or implied warranty regarding the quality, safety, legality, timeliness, or outcome of any repair service, and does not provide any platform compensation program. Homeowners should independently verify a provider's identity, qualifications, and insurance before work begins and agree directly in writing on scope of work, total price, payment terms, permit requirements, warranties, and change orders.
The Platform uses internal accounting units called Credits (1 credit equals $1.00 USD in nominal platform fee value) under fixed rules and never takes a percentage commission from repair charges or labor hours. Our ledger accounts for purchased balances and promotional balances separately. During the current Beta testing period, top-ups are disabled, we do not charge users cash fees, and all Credits are granted free of charge by administrators or redeemed via promotional coupons; promotional Credits have no cash value, cannot be withdrawn or redeemed for cash, and cannot be transferred between users or companies. If paid top-ups are enabled in the future, statutory refund rights for any purchased balances will be handled in accordance with applicable law and the rules published at that time; these Terms do not exclude statutory refund rights.
Each public request opens up to 5 regular seats and 3 standby seats. When a homeowner posts a public request, the displayed posting fee is placed on hold and is charged when the first merchant claims a seat (nothing is held if posting fails). When a merchant claims a regular or standby seat, the applicable industry seat fee is placed on hold in the merchant's wallet; a hold is a credit reservation and is not earned platform revenue. Once the homeowner selects a merchant and confirms the appointment time, the selected merchant's held Credits are captured, and Credits held for all unselected merchants on that request are automatically released in full. If a homeowner cancels a public request before any merchant claims a seat (or if it expires with no seat claims), the posting fee is refunded in full; once at least one merchant has claimed a seat, the posting fee is not refunded upon subsequent homeowner cancellation or expiration, while Credits held for seated merchants are released in full. Before being selected by the homeowner, a merchant in a regular seat may withdraw without penalty and the first standby merchant is promoted automatically; after being selected, if the merchant declines service or fails to confirm scheduling before the response deadline, the Platform deducts the applicable cancellation percentage or forfeits the held seat fee under Platform rules.
When a homeowner initiates a Direct Rebooking with a merchant with which they have a confirmed appointment on record, the 5+3 seat process is bypassed. The standard homeowner fee is 1 credit and the merchant is charged according to the applicable industry rate; Credits for both parties are placed on hold upon submission and acceptance and are captured when the appointment is confirmed (if the merchant declines, times out, or withdraws before confirmation, the homeowner's held credit is refunded in full). Calling a merchant directly by phone outside the Platform incurs no Platform Credit fee. Each action is governed by the Credit amount displayed before confirmation and the rate snapshot locked at that time. All actual inspection, repair, and material charges are negotiated and settled directly offline between the homeowner and the merchant; the Platform does not obtain or settle the total repair price, and only stores snapshots of the merchant's upfront inspection fee, repair-waiver flag, and rebooking quote for reference.
Merchants in the Platform's Handyman category operate individually without employees and do not hold a California contractor's license. The Platform does not verify contractor licenses or commercial insurance for handyman merchants, and handyman merchants bear sole responsibility for their own regulatory compliance. Under California's small-project rules for unlicensed work, handyman merchants may accept only small projects where total labor, materials, and all other charges for the entire project are under $1,000, no building permit is required, and no employees are used. Splitting orders, phasing charges, renaming projects, or taking part of a larger project to evade the $1,000 limit or licensing requirements is strictly prohibited.
The Platform explains the unlicensed small-project nature of handyman services directly in homeowner prompts when posting a handyman request and selecting a handyman merchant, as well as in the declaration texts. The Platform's handyman category must not be used for work that requires a building permit, exceeds the $1,000 small-project limit, or falls under trades requiring a license such as electrical, plumbing and septic, HVAC, roofing, structural work, pest control, or appliance repair; for such work, please select an appropriate licensed trade category on the Platform. If before or during work a project's scope or total charges exceed these conditions, the merchant must immediately stop the affected work and inform the homeowner to engage a licensed contractor. Platform onboarding review checks only basic identity materials and declaration acceptance and does not grant a license or determine that any specific project qualifies for a legal exemption.
You must not post false, fraudulent, impersonating, harassing, threatening, hateful, unlawful, dangerous, or privacy- or intellectual-property-infringing content on the Platform; submit forged qualification, insurance, or identity documents; abuse coupons or promotional Credits; use unlocked homeowner addresses or phone numbers for unsolicited marketing or harassment outside the matched job; or compromise Platform security or interfere with system operations. You represent that you have the lawful right to submit your content and grant the Platform permission to use it as necessary for display, matching, service records, safety review, and compliance archiving. Do not include exact street numbers, phone numbers, or others' sensitive information in public request descriptions.
When homeowners post requests or initiate rebookings, titles and descriptions undergo automated keyword filtering, though automated filters cannot catch every variant. Logged-in users may report violating requests or merchants within the app (selecting from harassment or threats, spam or false information, illegal or dangerous content, fraud, impersonation, or other reasons, with an optional explanation of up to 500 characters; limited to 1 pending report per target per user and up to 10 reports within any 24-hour period). We endeavor to review and handle submitted reports within a reasonable time. Depending on the violation, the Platform has the right to dismiss unfounded reports, remove violating requests, restrict features, or suspend or deactivate violating user accounts and merchant companies; when a violating request is removed by the Platform, associated merchant held Credits and homeowner posting fees are returned in accordance with Platform rules. In an emergency involving personal safety or property danger, call local emergency services immediately.
Homeowners may block specific merchants, and merchant managers may block specific homeowners. Once a block takes effect, a block set by either party prevents new map discovery, new seat claims, and new direct rebookings between both parties, without automatically cancelling existing seats or confirmed appointments. Blocking does not actively notify the other party; on the blocked list in the Account page, merchants see only masked short codes for homeowners and homeowners see the blocked company names, and either party may unblock at any time on the Account page.
After on-site work is completed, the merchant or technician submits a service report in the app (recording equipment name, brand, model, findings, work performed, replaced parts and quantities, service duration, recommended next check date, and notes, without repair photos or fee amounts). A service report represents only the merchant's own service record and is not a Platform site inspection or quality certification. Within 7 days after a report is submitted, the homeowner may submit a Service Report Objection in the app with a reason; this feature records the concern for both parties and the Platform without adjudicating liability or processing any offline repair refunds. The 7-day window applies only to the in-app objection button and does not shorten any statutory claim, warranty, or regulatory complaint period available to you by law.
Disputes over repair quality, pricing, offline payment, warranty rework, property damage, or personal injury must be resolved directly between the homeowner and the merchant that provided the service, or through regulatory complaints or courts of competent jurisdiction. We may provide relevant Platform records where permitted by law, but we do not assume any obligation to mediate or compensate on behalf of any merchant. For questions or complaints regarding the Platform itself, please email info@22lights.com.
To the maximum extent permitted by applicable law, the Platform is not liable to compensate for repair service quality, workmanship, pricing, performance, offline transaction disputes, or any resulting property damage, personal injury, or other losses between homeowners and independent merchants. The Platform makes no warranties of any kind for any merchant's services and does not provide any compensation program.
To the maximum extent permitted by applicable law, the Platform and all features are provided on an “as is” and “as available” basis without warranties of uninterrupted or error-free operation, and we exclude liability for indirect, incidental, special, or consequential damages, or loss of profits or data, arising out of your use of or inability to use the Platform. All disclaimers and limitations of liability in this section are strictly subject to Section 8 (Non-Excludable Liability and Statutory Rights) below.
Nothing in these Terms excludes or limits the Platform's statutory liability imposed by law for its own fraud, willful misconduct, violation of law, gross negligence, or personal injury liability that cannot be excluded under applicable law.
These Terms do not exclude, limit, or deprive you of any non-waivable statutory consumer rights or legal remedies under California law and applicable regional consumer protection laws. Section 7 and all other disclaimers in these Terms are subject to this section, and you are not required to waive any legally non-excludable rights to use the Platform. If any limitation in these Terms is held unenforceable in a particular situation, it applies only to the maximum extent permitted by law, and the remaining provisions continue in full force and effect.
If a user or merchant violates these Terms, submits false materials, poses a fraud or security risk, or where required by law, the Platform may suspend, restrict, or deactivate the relevant personal account or merchant company. You may also request self-service account deletion at any time at the bottom of the Account page in the app (by confirming your login password) or contact us for assistance at info@22lights.com. If your account has ongoing homeowner requests, incomplete technician service assignments, sole ownership of a company that has not been closed, frozen Credits in your personal wallet, pending orders, or platform administrator status, the system will prompt you to resolve those matters before deleting your account.
Once account deletion is confirmed, there is no recovery grace period; the account is deactivated and any remaining promotional Credits are forfeited and cannot be withdrawn. Upon deletion, your personal profile details (such as name, phone number, email address, avatar, saved addresses, and exact street addresses and contact details in closed requests) are anonymized or cleared; to satisfy financial audit, compliance evidence, and abuse-prevention requirements, Platform ledger records, consent records, report records, and necessary business records are retained under the retention rules set forth in our Privacy Policy (with ledger records and consent records retained for at least 7 years and linked to the anonymized account identifier).
These Terms, their interpretation and performance, and any disputes arising out of or relating to these Terms or the Platform are governed by the laws of the State of California, United States (without regard to conflict-of-law rules), provided that this choice of law does not deprive you of non-excludable statutory protections under applicable consumer protection laws.
Any lawsuit or court proceeding arising out of or relating to these Terms or the Platform shall be brought in the California state courts located in San Bernardino County, California; however, non-excludable rights under consumer protection laws and other jurisdictions that cannot be excluded by law remain unaffected.
These Terms do not use mandatory arbitration and do not include a class action waiver. In the event of a dispute, the parties may voluntarily negotiate, but negotiation is not a prerequisite to filing a lawsuit in court or submitting a complaint to a regulatory agency.
During Beta testing and subsequent operations, we may update these Terms to reflect feature adjustments or legal requirements. When we make material changes, we will update the version number and effective date and notify you via in-app notification, prominent notice, or email; where applicable law requires renewed consent, we will ask for your confirmation accordingly. The Chinese and English versions are intended to convey the same meaning, and language differences do not diminish your statutory rights.
